			<content:encoded><![CDATA[<p>The Washington State Partnership Council on Juvenile Justice (WA-PCJJ) is seeking nominations for the fourth Annual “Spirit of Youth” Award.  The intent of the award is to recognize and celebrate a young adult who has made great strides following involvement with the juvenile justice system; has overcome personal obstacles; and is today making significant contributions to society.  A $1,000 scholarship to attend a Washington state college, university or vocational/technical school is available to the award winner.</p>
<p>The award also provides the WA-PCJJ and the public with an important opportunity to learn from a young person’s direct experience about the hard work and dedication it takes to build a better life, and how juvenile justice professionals and systems can most effectively be of help.</p>

			<content:encoded><![CDATA[<p>Admittedly, it was nice to get power back this week.  Every time we experience a loss of sorts, it provides an opportuniy to reflect on the fortunate aspects of our lives.  I spent part of this week working to relocate a gentleman who lost everything in a house fire last weekend.  Through a grant human services secured, assistance the City provides through human services funding to help support the Tillicum/American Lake Gardens Community Center, and case management services and support provided by LASA, this man has been provided with relocation assistance, replacement of much needed items, and he has hope.  While he'll never recover all the things he lost in the fire - he has an attitude of gratitute and a heart filled with hope.  It's an amazing and encouraging story that supports so much of what we all do.  Pictures like this truly put a loss of lights into perspective!</p>

<li>Winter Storm recap:  On the City’s roads,  Lakewood Public Works expended approximately 950 labor hours in round-the-clock coverage from Saturday night January 14th until early January 21st, using about 360,000 pounds of salt, 20,000 pounds of salt/sand mix, and 2,500 gallons of salt brine solution. Over 1,000 lane miles or roadway were plowed, and crews responded to over 140 calls for downed trees, branches, and power lines.  Assistance was received from Lakewood Parks staff, Clover Park School District, Police, and Community Development.  Parks and Recreation staff also coordinated a warming shelter for three days at City Hall for those needing to escape the cold or charge up batteries during power outages.  <a href="http://www.thesubtimes.com/2012/01/29/lakewood-city-manager-report-to-council-jan-30/#more-32487" class="more-link">(more...)</a></li>

<p>It is interesting to note that the City Council's approval of the CalPortland, DOE and Environmental Caucus drafted 2011 Settlement Agreement will obligate the City of DuPont Planning Manager and Hearing Examiner to support CalPortland's mining of the Vashon aquifer saturate gravel that is located beneath 117 acres of its present mine and 180 acres of the South Parcel.  Apparently the only unresolved question at this time is the nature and extent of mitigation that it will take to rationalize circumventing application and enforcement of the no alteration of natural conditions provisions of DuPont's Comprehensive Plan and DMC 25.105 sensitive area municipal code.  The Countywide Planning Policies for Pierce County, which the Council has approved, stipulates that the City of DuPont will "Maintain natural hydrological functions..." and the Puget Sound Partnership's legislative mandate that Puget Sound and the streams, wetlands, lakes and rivers in the Puget Sound Basin be preserved, protected and those degraded restored by 2020 to achieve the following six goals:</p>

			<content:encoded><![CDATA[<p>To protect public health from rising air pollution levels, the Puget Sound Clean Air Agency is issuing a Stage 1 burn ban in Pierce County, effective at 12 p.m. today. This ban is in effect until further notice.</p>
<p>High pressure has been building over the Puget Sound region, resulting in very cold and stagnant weather conditions. Air pollution is building up in Pierce County, especially in communities where residential wood burning is common. With stagnant conditions expected to continue through tomorrow, pollution levels could reach the "Unhealthy for Sensitive Groups" category at some locations.</p>
<p>Clean Air Agency staff follow a protocol set by state law to determine when and where to issue a burn ban, and when to lift a burn ban.</p>
<p>During a Stage 1 burn ban:</p>
<ul>
<li>No burning is allowed in fireplaces or uncertified wood stoves. Residents should rely instead on their home’s other, cleaner source of heat (such as their furnace or electric baseboard heaters) for a few days until air quality improves, the public health risk diminishes and the ban is cancelled. The only exception is if a wood stove is a home’s only adequate source of heat.</li>
<li>No outdoor fires are allowed. This includes recreational fires such as bonfires, campfires and the use of fire pits and chimineas. It also includes burning yard waste and storm debris. Pierce County is providing <a href="http://blog.piercecountywa.org/emergency/2012/01/20/pierce-county-provides-free-storm-debris-disposal-options/"> FREE storm debris disposal options</a>.</li>
<li>Burn ban violations are subject to a $1,000 penalty.</li>
</ul>

<p>The City is seeking interested candidates desiring to be appointed to a vacant City Council seat.  This is a highly responsible legislative position for a municipal corporation with a budget in excess of 10 million dollars.  Eligible citizens must be registered voters in DuPont and have been a resident for at least one year.  Councilmembers receive compensation in the amount of $375 per month.</p>

<p dir="ltr">The Pierce County Republican Party has announced that 2012 GOP precinct caucuses are set for Saturday, March 3, in ten locations around the county. The caucuses will give Republican voters an opportunity to participate in a "straw poll" to name their preferred presidential candidate and to elect delegates to the Pierce County Republican Convention, beginning the winnowing process to select Washington State’s delegates to the Republican National Convention late this summer in Tampa, Florida.</p>
<p dir="ltr">Pierce County’s GOP will hold "pooled caucuses" centrally located within legislative districts to maximize attendance and reduce confusion over where each precinct meeting is located. All precincts in the 2nd, 25th, 26th, 27th and 31st Legislative Districts will caucus in single locations. The 28th and 29th Legislative Districts will divide into three and two locations, respectively. Sites for all of Pierce County's GOP precinct caucuses are attached.</p>

<div>The collection of DNA would help solve cold cases and would also exonerate those who have not committed any crime. The bill -- supported by the Washington State Prosecutors Association, the Washington Association of Sheriffs and Police Chiefs, the Washington Coalition of Sexual Assault Programs and the Washington State Attorney General’s Office – is before the House Public Safety and Emergency Preparedness Committee, which held a hearing on the measure Tuesday. Committee approval Friday would send the bill to the full House.</div>

<p>Similar forms of the Washington State Long-Term Care Partnership, which was approved by the federal Centers for Medicare and Medicaid Services on December 27, have already been adopted by a number of other states as authorized in 2005 federal Deficit Reduction legislation. The partnership applies to services provided at home, in a community setting or in an institution.</p>

<p>Although calls are still trickling in, the call volume is diminishing steadily compared to the approximately 600 phone calls that Pierce County received last week for downed trees, snow and ice concerns, and localized flooding. County crews continue to make good progress removing and chipping roadside tree debris.</p>
<p>"I am so proud of the thorough response by Pierce County employees," County Executive Pat McCarthy said. "Road crews plowed hundreds of miles of roads. Employees in various divisions throughout Public Works and Utilities pitched in to help clear downed trees and other debris. Our Sewer Utility staff managed pump stations and the wastewater treatment plant during power outages and spikes. And our Emergency Management staff helped coordinate the entire response. This was a total team effort to keep Pierce County residents safe."</p>

<p>Steilacoom's Public Works crew has its plate very full clearing storm debris from streets and public areas, reports Councilmember Nancy Henderson, who keeps an eye (and more) on the status of local parks. Parks have been quite affected by falling branches, and in some cases, trees.</p>
<p>A huge THANK YOU to those who have already been out clearing trails on their own. First Street  pathway was quickly cleared by surrounding neighbors who just pitched in and made it happen.</p>

			<content:encoded><![CDATA[<p>This weekend, police will be throwing a spotlight on the role bars play in keeping drunk drivers off the road.</p>
<p>Beginning at 9 p.m. Saturday, local, county and state law enforcement officers will team up to conduct a DUI emphasis patrol in Lakewood and the surrounding area. Within an hour of a DUI arrest, additional officers, including officers from the Washington State Liquor Control Board, will make educational visits to bars.</p>
<p>Launched in the summer of 2011, the Home Safe Bar program aims to raise awareness about how servers and bartenders can help reduce the number of impaired drivers on Pierce County's roadways and bar owners can avoid costly litigation related to death or injury caused by a patron served too much alcohol.</p>

<p>While the lobby and phone center are normally closed on Saturdays, they will be open Jan. 28 to help customers who couldn’t reach the administration building during last week’s inclement weather or make a payment by phone due to the focus on storm-related calls.</p>
<p>This Saturday, customers may pay their bill in the lobby, at 3628 S. 35<sup>th</sup> St., Tacoma, or by phone at <a href="tel:%28253%29%20502-8600" target="_blank">(253) 502-8600</a>.</p>

			<content:encoded><![CDATA[<div>Criminals who knowingly strike at the families of service members who are absent on tours of duty would face extra-long sentences under a bill by state Rep. Troy Kelley that was heard Tuesday by a House committee.</div>
<div>“This bill holds accountable those who prey on our service members,” Kelley said.</div>
<div>The bill (HB 2548) would add the deployment factor to the current list of aggravating circumstances that allow judges to exceed sentencing guidelines when imposing punishment on convicted criminals. That list now includes such circumstances as cruelty, crimes against vulnerable or homeless victims, sex crimes or repeated abuse of a victim.</div>

			<content:encoded><![CDATA[<p>According to several reports recently delivered to the <a href="http://www.leg.wa.gov/senate/committees/HSC/Pages/default.aspx">Senate Human Services and Corrections Committee</a>, the state could save millions of dollars identified by a 2011 audit of the <a href="http://www.dshs.wa.gov/onlinecso/wccc.shtml">Working Connections Child Care Program</a>. <a href="http://www.senaterepublicans.wa.gov/carrell/index.htm">Sen. Mike Carrell</a>, R-Lakewood and a member of the committee, says he wasn’t surprised by the findings and feels more effort should be made to recover the overpayments made by the state.</p>
<p>“In 2010 the WCCC program paid over $300 million to nearly 19,000 child care providers. About 7,400 were licensed or certified by the state Department of Early Learning, but the other 11,600 were exempt from licensing requirements,” Carrell said. “That means nobody has been calling these providers to verify if their paperwork is correct or even if they do indeed have any children at their facility.”</p>
