Thanks to all the community for a remarkable 4th of July. The annual morning road races had a large turnout and a very enthusiastic rooting section; the parade was just in the “Steilacoom style” with so many groups representing patriotic, family, and community organizations all of these making our celebration memorable. Congratulations again to Marianne Bull, the Steilacoom Citizen of the Year.

The Steilacoom Citizens Fireworks Committee once again was supported by the community and planned and presented a terrific fireworks display on a great summer evening. Thank you to Danny Lopez, the Chairman of this hard-working group, and all of the committee members.

Opting out of Pierce County’s proposed Flood Control Zone was unanimously supported by the UP City Council this week. UP, like many surrounding jurisdictions, is requesting the Boundary Review Board to remove it from the proposed countywide Flood Control Zone. The BRB must now schedule a public hearing to consider the request of UP and other cities on this issue.

The Pierce County Council this week put $80,000 back into the Parks and Recreation Services budget to keep Spanaway Park and others open every day for the rest of the summer and resume regular maintenance that had been discontinued. Councilmembers unanimously approved a supplemental 2010 budget measure (2010-26s) on Tuesday that uses general-fund reserves to re-open the parks, reinstate maintenance at Gonyea Playfield in Parkland, Dawson Playfield in Midland and Spanaway’s Sprinker Recreation Center, and hire extra seasonal help.

A host of Pierce County issues and their potential impacts upon UP residents took center stage at City Hall this week.

Candidate Forum – Eight candidates vying for the chance to represent University Place on the Pierce County Council participated in a candidates’ forum hosted by the League of Women voters last Wednesday. Sewer hook ups, the county’s proposed flood control district and economic development were among the issues addressed by the candidates, one of whom will replace current County Councilman Terry Lee who is stepping down due to term limits. A historical marker recognizing the Byrd School will be officially dedicated Monday July 26 by Mayor Doug Richardson and officials from Echelon Apartments and Lakewood Historical Society. The program will get underway at 4 pm.

The marker, located near the site where the school actually stood, is located within the site that today houses the Echelon Apartments at the corner of Steilacoom Boulevard and Lakewood Dr.

Pierce County’s Public Works and Utilities Sewer Utility Division began (July 12, 2010) the first phase in a multi-year expansion of the Chambers Creek Regional Wastewater Treatment Plant. As a result of this first phase work, drivers on lower Chambers Creek Road between the City of University Place and Town of Steilacoom may experience periodic delays or lane closures. Work is expected to be complete by October 15th 2010.

Baseball hats, ice cream and sunglasses were out in force this week when Summer finally arrived in University Place! Due to the July 4th holiday, the usual Monday council meeting was canceled; however, city staff and volunteers continue work on a variety of activities. The Duck Is Coming— I accompanied several UP for Art members on a visit to Artist Georgia Gerber’s Whidbey Island studio last week to check on the progress of the bronze Duck sculpture for Market Square.

For decades, America’s small business owners have asked for more affordable health insurance coverage and more tax relief. The new health reform law – the Affordable Care Act – provides both.

First, it offers tax credits for small employers who pay at least half of their employees’ health insurance premiums. Starting this year, businesses with less than 25 employees who make an average of $50,000 or less may be eligible for a credit of up to 35 percent of the premiums they pay on their employee’s behalf. For small nonprofits, it’s up to 25 percent.

Included was a $100,000 appropriation to the Fort Steilacoom Park Restroom project. Council acknowledged the Partners for Parks $96,000 commitment and the budget amendment demonstrates their ongoing support. The city produced a memo outlining the process to have the restroom room building installed before year end. Parks and Recreation Director Mary Dodsworth reported, “Things are right on schedule (in fact they are moving a bit ahead of schedule). We will be advertising for restroom building bids soon.”
