Steilacoom Administrator update to Mayor and Council, August 27

Following is the August 27 weekly report from Steilacoom Town Administrator Paul Loveless to Mayor Ron Lucas and the Town Council.

Administration:

Farmers’ Market:

The Farmers’ Market continues for the next two Wednesdays, September 1st and September 8th. At the September 1st Market, Austin Radio, a musical group from Olympia, will be joining us to perform from 5:30 pm to 6:30 pm. On September 8, there will be a cooking demonstration around 5:30 pm conducted by Blue Rose Dairy and featuring Market products.

Also, you can become a “fan” of the Market on Facebook by going to Facebook, search for “Steilacoom Farmers’ Market” and then click on “Like”. After that, whenever the site is updated, you will receive a notification.

Steilacoom Marina:

The Determination of Nonsignificance (DNS) for the marina clean-up comment period ended Monday, August 23rd. The next step will be the owner submitting a JARPA application to the Washington State Department of Fish and Wildlife. After review, WDFW will issue a permit which will then allow the clean-up to proceed.

Pioneer Orchard Park Filming:

On Sunday, August 29, f22 Studioworks will be filming at Pioneer Orchard Park from 11 AM to 4:30 PM. They will have a cast and crew of approximately 7 people.

Upcoming Meetings:

Council Meeting:

The next Council meeting is on September 7, 2010 at Town Hall.

Parks Task Force:

The next Parks Task Force meeting is September 13, 2010 at 6:30 PM at Town Hall in the Map Room.

Planning Commission:

The next Planning Commission meeting is September 13, 2010 at 6:30 PM at Town Hall.

Council Future Agenda “Look-Ahead” Issues:

Policy Related:

1. 2011-2012 Budget (Ongoing through the end of the year).
2. 2011 property tax levies (October).
3. Urban Forestry Management ordinance update (Fall-Winter).
4. Rules and Procedures for Council Meetings (Fall-Winter).
5. Nuisance and Abatement procedures (Fall-Winter-Spring).
6. Grown “Fences” (Fall-Winter).

Administrative/Contractual:

1. DSHS Lease Renewal (September/October).
2. Contract with General Administration to manage the Energy Efficiency Block Grant project. (Upgrading HVAC systems, installing energy efficient windows, and making other upgrades to some of our buildings).
3. Unrepresentative employee salary schedule for 2011 (October)
4. Animal sheltering contract – Humane Society (Fall).
5. Pierce County Sewer Contract (September)

Public Safety:

Fire Service Volunteers

5 new members began their training on August 24 at the Brown’s Point Volunteer Fire Academy. Estimated completion is early December.

Volunteer Firefighter Oral Board:

An oral board is scheduled for 5 new fire volunteer applicants (in addition to the ones we are currently sending to the academy). These individuals already have either fire or EMS certification.

Public Works:

Streets:

Martin Street Culvert:

The contractor continued excavating this week. We anticipate they will expose the culvert by the end of next week.

The crew continued our street marking painting program, swept the streets, and performed right of way maintenance.

Electric:

The crew spent the week performing street light maintenance, assisting the water crew, and installing a fused elbow on the Union Avenue feeder.

Water/Sewer:

The crew repaired a water service at 611 Montgomery Street and performed other routine maintenance.

Buildings and Grounds:

Repairs at Sunnyside Park continue. These repairs encompass the picnic shelter, bathrooms, and waste enclosure. The crew continues to spend the majority of their time addressing the high impact to the facilities that the warm weather is having.
