Roger Gruener works in University Place-based University Place Refuse. However, he lives on the other side of the Narrows Bridge. As a commuter, he's certainly aware of the toll structure that pays for the building of the second bridge. Roger pointed to an editorial in The Peninsula Gateway written by Gig Harbor City Administrator Rob Karlinsey.
